What is it?
Ultimately, it is the ability to project thoughts into another person's mind, but NOT as a persuasion compulsion.
You know that voice in your head that sometimes tells you things you'd rather not hear? That occasionally critical little voice? That's what he can do as a single statement (not a monologue!) and in the "mental voice" of his target. Chilton is inflicting an intrusive thought disguised as his target's own, convincingly so.
A target is free to ignore the thought as they might ignore their own organic intrusive thoughts, this is unrelated to his Painsuasion ability, as that one must be verbally delivered while in a state of pain to be compulsory. To reiterate: there is NO command element to this specific power. It's just putting deceptive, intrusive thoughts into someone's head, but they are under no obligation to heed those thoughts.

Also: there isn't any Backdoor Entrances to this particular power. What does that mean? It's a closed-circuit ability! To elaborate: a side-effect of this power includes his own resistance to mind control, supernatural persuasion, and supernatural command. This doesn't 100% make him immune to those aforementioned abilities, and I will make exceptions for Big Plot Points, but it does protect him from being victimized for casual use. It is at my digression when persuasion/command/mind control can actually affect him.
